Mei Ching Liu is an Associate Research Fellow in the Military Transformations Programme (MTP) within the Institute of Defence and Strategic Studies at the S. Rajaratnam School of International Studies (RSIS), Nanyang Technological University. Her research interests include the governance of emerging military technologies, the legal and ethical challenges faced by private technology companies in armed conflict, and the evolving landscape of cyber warfare under international law.
Before joining RSIS, Mei Ching had a legal career that included working as a litigation lawyer specialising in criminal law. She also worked with the United Nations Assistance to the Khmer Rouge Trials (UNAKRT), non-governmental organisations, and the International Committee of the Red Cross (ICRC).
Mei Ching holds an LLM in International Law from SOAS University of London, along with a Master of Laws and a Postgraduate Diploma in Professional Legal Skills from City University of London. She is a barrister-in-law in England and Wales, and qualified as an advocate and solicitor in Peninsular Malaysia.
