Abstract
This presentation examines the efficacy of Transnational Defence Diplomacy (TDD) as a border security management and governance mechanism for de-escalating the protracted conflict between Thailand and Cambodia. It moves beyond traditional, state-centric approaches, advocating for collaborative strategies that involve local communities to foster trust and cooperation. The analysis encompasses various TDD efforts, including cross-border dialogues addressing non-traditional security threats, joint initiatives for sustainable resource management, and collaborative programs aimed at preserving shared cultural heritage.
The presentation highlights TDD’s role in reducing tensions, fostering mutual understanding, and promoting sustainable conflict resolution. Critical success factors such as sustained political will, adaptable institutional frameworks, and comprehensive community engagement are emphasized, alongside challenges that could impede TDD’s effectiveness. It further assesses the implications for the ASEAN security framework, positioning TDD as a viable model for both conflict prevention and resolution in particular on border issues, and recommends actionable policies designed to reinforce TDD frameworks and encourage regional collaboration for enduring peace. It champions a multifaceted, community-centered approach to security.
About the Speaker
Rodon Pedrason is a full-time lecturer at the Republic of Indonesia Defence University (RIDU). He previously served as Director General of Defence Strategy (Strahan) at the Indonesian Ministry of Defence (Kemhan) from 2020 to 2022 and Governor of the National Intelligence College (STIN) from 2016 to 2020.
Dr. Rodon earned a Master’s degree in Security Studies from the University of Hull, England, and a Doctorate in Political Science from Ruprecht-Karls Universität Heidelberg, Germany. He wrote a dissertation on ASEAN Defense Diplomacy. His expertise covers intelligence and strategic studies.
Dr. Rodon teaches across undergraduate, postgraduate, and doctoral programs at RIDU. He also serves as a adjunct lecturer at various universities such as Brawijaya University Malang, the University of Indonesia, Bakrie University, and STIN. In recognition of his service to the nation, the Indonesian state has bestowed upon him numerous honours, including the SL.
