Abstract
In the face of the growing intensity of the climate crisis across the world, government, and non-government/international actors, including the military, are being constantly pressured by the impact of climate-induced hazards.
As humanitarian needs continue to grow and resources tighten, Humanitarian Civil-Military Coordination becomes key to enabling complementarities and identifying synergies between the humanitarian, civil-government, and military actors necessary to build resilience as part of overall humanitarian assistance and disaster relief (HADR) operations as well as climate change adaption/mitigation, and disaster risk management efforts.
This seminar also examines the added value of CMCoord in optimizing the use of available capacity and resilience-building and draw on practical CMCoord applications in the context of disaster preparedness and response.
About the Speaker
Mr Ronaldo Reario is currently the CMCS Lead for Natural, Environmental and Technological (NEaT) Emergencies, Climate Change Adaptation and Mitigation (CCA/M), Disaster Risk Management (DRM), and Humanitarian Assistance/Disaster Relief (HADR) based in Istanbul, Türkiye.
Prior to his current post, Mr. Reario held various Unit Head positions in CMCS and worked with OCHA in Pakistan, Philippines, Myanmar, and northeast Nigeria. Mr. Reario deployed to various emergencies in: Darfur, Sudan and Indonesia in 2004; Pakistan and Mongolia in 2005; Philippines in 2004, 2005, 2006, 2009, 2012, 2013 and 2014; Myanmar in 2008; Haiti in 2010; Erbil, Iraq in 2016; Cox’s Bazaar, Bangladesh in 2017; Abuja, Nigeria in 2018; Rzeszow, Poland in 2022; Mogadishu, Somalia, Gaziantep, Turkiye and Jakarta, Indonesia in 2023. Before joining the UN, Mr. Reario had stints at the Philippines’ Department of National Defense from 1998 to 2000 and served as Head of the then National Disaster Coordinating Council Operations Center (NDCC-OPCEN) from 2001 to 2004.
Mr. Reario graduated from the Philippine Military Academy (PMA) in 1990 and holds a Master in Business Management (MBM) degree from the Asian Institute of Management (1998). He is also a graduate of the Disaster Management Course at Cranfield University, Shrivenham, United Kingdom (1999).
