Helena Huang is an Associate Research Fellow in the Executive Deputy Chairman’s Office at the S. Rajaratnam School of International Studies (RSIS), Nanyang Technological University (NTU), Singapore. Prior to joining RSIS, she served at the Cyber Security Agency of Singapore (CSA) and the Attorney-General’s Chambers (AGC).
Her research focuses on the intersection of technology, cybersecurity governance, and law, with a particular emphasis on cybercrime and emerging threats in Southeast Asia. Her work explores how transnational law enforcement cooperation and public-private partnerships address cyber investigations, alongside broader interests in internet governance and regional cybersecurity cooperation. She holds the Certified Ethical Hacker (CEH) credential.
Helena holds an M.Sc. in International Relations from RSIS and a B.A. (Hons) in English from NTU. She has spoken at both technical and academic forums, including the RSA Conference 2025 in San Francisco and the 2025 Conference on International Cyber Security at The Hague. She has also been featured on CNA938 Live to share her insights on online job scams and the security of biometric technologies.
