Wendy He is a Research Fellow with the Military Studies Programme (MSP) of the S. Rajaratnam School of International Studies, Nanyang Technological University. She holds a PhD in International Relations (RSIS, NTU Singapore), a Master of Science in International Relations (RSIS, NTU Singapore), a Postgraduate Diploma in Education (NIE, Singapore), and a Bachelor of Arts with Honours in History (National University of Singapore). Her research bridges political psychology and international security, focusing on how leader‑advisor dynamics and psychological mechanisms shape the construction and evaluation of threat credibility in war and crisis decision‑making. She is also a Hans J. Morgenthau Fellow in Grand Strategy at the University of Notre Dame’s International Security Center (2024–2025) and has held visiting research positions at the University of Washington and National Taiwan University.
