APPSNO 2010: Mainstreaming Counter-Terrorism
The 4th Asia-Pacific Programme for Senior National Security Officers (APPSNO) was held from 11 to 16 April 2010 at the Sentosa Resort and Spa, Singapore.
The theme was Mainstreaming Counter-Terrorism. Leading global security experts in homeland security matters were invited to share their experiences and looked into the following main questions:
- How could law enforcement officials not directly involved in counter-terrorism duties in their daily work, better develop attitudes, mindsets and skills that would sensitise them to early warning indicators of violent radicalisation and/or terrorist threats in their respective environments?
- How could public officials in transport, education, health and other non-security sectors move beyond the old assumption that counter-terrorism is “not our core business” and be “incentivised” to develop some degree of ownership of this increasingly important national security domain?
- How could societies evolve and “mainstream” a cultural norm against the embrace of violent extremist ideologies?
