APPSNO 2011: Exploring Crisis Resilience

The 5th Asia-Pacific Programme for Senior National Security Officers (APPSNO) was held from 10 to 15 April 2011 at the Sentosa Resort and Spa, Singapore.

The theme was Exploring Crisis Resilience. Leading global security experts in homeland security matters were invited to share their experiences and look into the following main questions:

1. What makes an organisation respond in a “resilient” fashion under the stress of a sudden and unexpected crisis?
2. Is there such a thing as “crisis intuition” –i.e. the ability to act quickly and effectively without much thinking in a natural disaster or crisis such as 9/11?
3. Is the “crisis intuition” of policymakers, first responders and ordinary citizens on the ground a capacity that can be built up through regular emergency preparedness exercises?
4. What can governments do to build up the “collective crisis intuition” of communities, so that in the event of a public emergency the optimal critical mass of people – from public officials to first responders to ordinary citizens – would be able to respond in a resilient fashion?
5. What causes organisations, either government or private, to miss the signals of impending catastrophe? What can be done to enhance the “weak signals” detection capacity – and by implication, the crisis-resilience of intelligence and security communities everywhere?
