

In a Distinguished Public Lecture held on 14 Jan 2025, Professor Geoffrey Till, Emeritus Professor of Maritime Studies and S. Rajaratnam Professor of Strategic Studies, explored the growing prevalence of Grey Zone operations at sea, which occur in the ambiguous space between peace and war. While these operations, as seen in conflicts like Ukraine and Gaza, are less dangerous than full-scale wars, they remain unpredictable and pose risks to global stability.
So how should they be managed? To what extent do they present an opportunity rather than just a threat?

The S. Rajaratnam Professorship in Strategic Studies at RSIS was inaugurated on 31 August 1998 to enable the School to invite distinguished scholars in strategic studies and related fields to participate in its activities. The professorship was established in honour of Mr S. Rajaratnam for his distinguished services to the nation.
