- ASEAN’s AI Governance: A Model for the Global South?
This essay covers the Association of Southeast Asian Nations’ (ASEAN) soft law approach to artificial intelligence (AI) governance, which emphasises flexibility, interoperability and development across diverse national contexts. Anchored in the ASEAN AI Governance Guide and Responsible AI Roadmap, the model reflects Global South concerns around capacity gaps, digital divides and regulatory fragmentation. It is part of “AI Governance in the Indo-Pacific: Competition, Sovereignty and Strategic Adaptation”, a special report by the NUS Institute of South Asian Studies (ISAS) and Konrad Adenauer Stiftung (KAS).
