On 25 October 2024, RSIS and the People’s Liberation Army Academy of Military Sciences (AMS) co-organised the 3rd RSIS-AMS Dialogue. The dialogue was attended by scholars from Singapore’s think tanks, as well as scholars from the PLA AMS. The participants exchanged views on regional security issues, geo-economic developments and the opportunities and challenges surrounding emerging technologies.
During the first session, participants from Singapore shared their thoughts on the regional security architecture, pointing out how regional actors exercise their agency and maintain a balanced approach between the great powers. Participants from China shared their views on how external powers influence the regional security environment. Beyond traditional security, Chinese participants also outlined issues that they wished to cooperate with regional partners to address, including climate change and cybersecurity.
The second session saw a discussion of the region’s digital economy and how ASEAN countries try to maintain a strategic non-alignment in tech despite US-China competition. There was also an extensive discussion about the development of artificial intelligence (AI) in the military. Participants also discussed the role of non-state actors at the intersection of emerging technology and security, referring to the crucial role played by the Starlink satellite internet service in the Ukraine War.
